More than 50 members from various Victorian Chinese community organisations attended an afternoon gathering at the Parliament House of Victoria on Thursday the 18th of August. This event, hosted by the Victorian Chapter of the Chinese Community Council of Australia (CCCA), was an information session for the upcoming 2012 CCCA National Conference.
During this occasion, attendees received speeches by several MPs, all of whom warmly encouraged bipartisan cooperation amongst Chinese community groups of Australia and expressed that it was good to see the unity displayed by the Chinese community. MPs who addressed the event included the Minister for Multicultural Affairs and Citizenship Hon. Nicholas Kotsiras, the Leader of the Opposition Hon. Daniel Andrews, the President of the Legislative Council Hon. Bruce Atkinson, Hon Tim Holding MP, Mr Robin Scott MP and the Chairperson of the Advisory Committee of CCCA (Victorian Chapter), Mr Hong Lim MP.
Dr. Stanley Chiang, President of CCCA (Victorian Chapter) said that there is a clearly bipartisanship from politicians of both the Coalition and Labor parties in supporting multiculturalism, and this gathering is a small but significant step for CCCA (Victorian Chapter) towards achieving its goal of creating a united voice for the Chinese Australians (CA). CCCA is not about party politics; it is about the entire Chinese Community and standing up for all of our rights.
上周四八月十八号,五十多位维州华人社区领袖齐聚维州议会大厦,出席了由澳华社区议会维州分会(CCCAV)组织的下午茶聚会,这次聚会旨在介绍即将于2012年举办的澳华社区议会(CCCA)全国大会。
介绍会上,多位来自维州议会的部长,议员先后发言,充分肯定及鼓励澳华社区议会没有党派倾向性,及团结两党的原则, 并表示很高兴看到澳洲华人社区展示出来的凝聚力。来自维州两党的代表有:多元文化事务部长Nick Kotsiras, 维州反对党领袖Daniel Andrews, 维州议会上议院议长Bruce Atkinson, 影子财长Tim Holding, 影子金融部长Robin Scott, 以及澳华社区议会维州分部的顾问团主席-林美丰州议员。特别值得一提的是前联邦参议员陈之彬的发言,他表示欣喜看到澳华社区议会维州分部的努力,华人社区应该团结一致,向政府争取更多权益。
澳华社区议会维州分部会长蒋天麟医生说,很明显,自由联合党及工党都显示出了对多元文化的支持。这次聚会形式不大,但是对澳华社区议会维州分部来说是重要一步,其宗旨是为澳洲华人形成一种凝聚的声音。澳华社区议会和党派政治无关;澳华社区议会唯一关切的是全体澳洲华人,以及争取我们应得的权益。

Finding the Chinese Australian Voice
How will Chinese Australians have a voice in redesignating the “Lambing Flat Riots” in our National History Curriculum?
For the Chinese in 1861, it was expulsion through brutal persecution, by a lawless white mob, heralded by guns on horseback.
‘Have we inadvertently short-changed generations of school children on our human tendency to mistreat those for whom we have a dislike, for one reason or another?’, asked Dr Anthony Pun, National President of the Chinese Community Council of Australia.
‘Lambing Flat is one issue that will be raised, discussed and debated at our national conference in Sydney on the 9 &10 April weekend.
‘The Chinese Australian voice is often absent when it should have been audible. This is the catalyst for our conference, Finding the Chinese Australian Voice, the first of its kind.’
During the White Australia era, many well-meaning White Australians tried to rehabilitate the deplorable image of John Chinaman that was created to justify his exclusion from the “New Britannia” before Federation. In due course John Chinaman became the “better Chinaman” with “white hearts” in Australian fiction of that era – hardworking, honest, reliable, and above all loyal to his white employers. But he had no voice of his own. His patrons grafted on to him a voice that was comfortable to the ears of White Australia.
Now, despite 30 years of multiculturalism, it would appear that some cultural gatekeepers of our society are still imbued with a version of that attitude. They decide when Chinese Australian voices are accepted into their realm, and some continue to speak on behalf of us, as though we are adolescents, yet to earn their trust in terms of our maturity to judge what is good for us and good for all those who come after us.
Fortunately, some voices have broken through. Dr John Yu, spoke up in the media against the Federal Government’s policy to incarcerate children in asylum detention centres, just a few years after he was cited as
Australian of the Year in recognition of his pioneering efforts in marrying colour and art to paediatric medicine in the building of a new children’s hospital. Hong Lim, an MP in the Victorian Parliament, spoke up in public against his own Party’s policy on boat people.
These are voices from the liberated Chinese Australian, a voice that pays no heed to the cultural gatekeepers of our society, one that is passionate about the soul and character of the homeland of all future generations. In time such voices will usher in John Citizen, and say goodbye to John Chinaman.
本报悉尼讯4 月9、10 日两天,来自澳洲各个州,以及新西兰的华人代表们齐聚悉尼,出席了澳华社区议会(Chinese Community Council of Australia)举办的年度大会。主题是: 寻找能够代表澳洲华人的,统一而团结的声音。
澳洲内阁唯一的华裔、澳洲金融部长黄英贤(Penny Wong)百忙之中专程从南澳飞来为大会开幕。在澳华社区议会会长潘瑞亮博士(Dr Tony Pun) 和大会召集者Chek Ling 的主持下,来自维州、新州、昆州等地区的澳洲华人代表包括澳华社区议会维州分部会长蒋天麟医生,澳华社区议会维州分部顾问团主席林美丰议员等;来自新西兰的屋仑华侨会所副会长吕显华,来自美国加州洛杉矶大学亚裔美国研究学院的资深院长Don Nakanishi 教授等嘉宾不辞辛苦,远道而来出席大会,并积极献策献计。
作为旨在能够代表澳洲华人、为华人利益说话、没有任何政党及政治倾向的高端组织,澳华社区议会希冀利用这次难得的时机,深入探讨澳洲华人所面对的各种问题,团结起来,在需要的时候,能够有效发出代表澳洲华人的最强音。
经过两天的探讨,大会通过了一系列决议。包括起草文件,要求澳洲政府对华人曾经遭受的待遇正式道歉。19 世纪50 年代,华人远渡重洋来澳洲淘金。甘愿去已经被白人开垦过的金矿,分工合作的华人比先来一步的欧洲人掘得更深,结果往往在已经被认定无金可寻的金矿上又发现了金子,引得很多欧洲移民者眼红。短短几年,华人大增,几乎占据维州总人口百分之十,造成了当权者和欧洲移民的不安。经时任维州财长推行,维州议会为限制华人移民而设立了税金,这充满种族歧视意味的政策,后来成为澳洲历史上“白澳”政策的前身。为了躲避税金,华人必须长途跋涉500 公里,沿途承受大量无法想象的痛苦。淘金热时代,华人因为遭到欧洲移民的嫉恨,曾引发驱赶华人的大规模暴乱,史称“Lambing Flat ”暴乱,导致大量华人死伤。
因为华人的类似遭遇,2007年时任新西兰总理代表国家正式向新西兰华人社区道歉。澳洲政府却至今还没有向华人道歉。澳华社区认为,来自政府的道歉,能够彰显这个国家和社会对华族先辈和后人真正意义上的接受和重视。

Coalition Government Needs to Take Cultural Diversity Forward 自由党联合政府需要推动多元文化前进
Wei Shen, Secretary and Spokesperson for the Chinese Community Council of Australia (Victoria Chapter) (CCCAV) urged the Coalition Government to propose and put forward a long term strategic plan rather than putting more red tape within the bureaucracy.
“What the new government should be thinking about is to effectively respond to ongoing issues and develop significant policies and programs to support culturally and linguistically diverse (CALD) communities. Evidence and research has demonstrated that CALD communities, especially those coming from refugee backgrounds need continued support in the areas such as health, education, aged care and employment”, said Wei Shen, Secretary and Spokesperson for the CCCAV.
“The Coalition Government should not get caught up in trying to politicise the issue and need to put a stop to the blame game immediately. More work needs to be done to ensure cultural diversity and multiculturalism is moving forward in our society.
“CCCAV is greatly concerned with the proposed changes made to the Victorian Multicultural Commission (VMC) and would like to recommend the Victorian Coalition Government to place further emphasis on issues rather than creating more advisory committees.
CCCAV is recommending for the Victorian Coalition Government to strengthen its relationship and engagement with Victoria’s multicultural organisations in order to familiarise itself with the range of existing issues affecting their well-being.
“As a peak body for the Victorian Chinese community, we would very much like to see organisations such as ours and the overall multicultural and ethno-specific sector in Victoria consulted and engaged regularly. CCCAV would like to see the new Victorian Government get on the front foot and provide the sector with the opportunity to discuss and present their issues as soon as possible because in our view is the major priority at the current stage”, concluded Mr Shen.
澳华社区议会维州分会(CCCAV)秘书长兼发言人沈唯劼督促联合政府出台一个长远计划,而不要拘泥于官僚体系中的繁文缛节。
CCCAV秘书长兼发言人沈唯劼说,“目前新政府应该考虑的是,有效应对长期以来的问题,并规划出有分量的政策和计划,以支持文化及语言多元(CALD)社区。有资料和研究显示,文化及语言多元社区,尤其有难民背景的社区在健康、教育,养老和就业等方面需要得到持续不断的支持。
“联合政府不应纠缠于将该问题政治化,应该立即停止推卸责任。在保证我们的社会多元文化迈步向前方面,还有很多工作要做。”
“CCCAV对维州多元文化委员会(VMC)即将面临的变化非常关注,并建议维州联合政府将重心放在解决各种问题上,而不是成立更多的顾问委员会。”
CCCAV正在向维州联合政府建议,巩固与维州各多元文化机构的关系和交流,这样政府便能更了解当前一系列影响多元文化机构福利的问题。
沈秘书长说,“作为代表维州华人社区的高端组织,我们非常希望看到政府多向类似我们一样的组织以及维州其他多元社区征求意见。CCCAV 希望看到新的维州政府带头,尽快给维州少数族群提供机会讨论他们面临的各种问题,我们认为,这是当务之急。” -

CCCAVic Meets with Police About the Death of a Chinese Man Under Police Custody . 澳華社區議會維州分部與維州警局會面了解華人死亡事件調查進展

澳華社區議會維州分部(CCCAV)於八月十日(上週二)在維州警局總部(Victoria Police Headquarters)與警局代表會談,了解華人在警局死亡一案的進展。
維州警局總部的阿什利•迪肯森(Ashley Dickenson)指揮官(Commander)及警局的多元文化小組分負責人瑪麗•皮爾(Marie Piu) 女士會見了澳華社區議會維州分部蔣天麟會長一行。
五月十二日週四,一名因醉酒而被單迪農(Dandenong)警方拘留的華裔男子,由於身體疼痛難忍向警方求助。警方長時間無視請求,最終導致他第二天在醫院死亡。
事件於五月二十四日見報後,澳華社區議會維州分部表示密切關注。維州分部會長蔣天麟醫生表示, 警方這種行為是絕對不能容忍的。澳華社區議會維州分部顧問委員會主席,維州議會議員林美豐於五月二十五日維州議會的議員發言時間,強烈譴責警方無視生命的行為,並督促進行嚴肅徹底的調查,還死者妻女真相和正義。澳華社區議會維州分部一直嘗試與警方會面和對話,了解更多進展。
八月十日的警局總部會談持續了一個多小時,澳華社區議會維州分部表示,作為維護澳洲華人利益的社區組織,澳華社區議會維州分部理應得到一個開誠佈公的答复。
警方表示,目前案件由命案調查組蒐集各方證據及口供,然後提交驗屍官。警方願意隨時將調查進展照會澳華社區議會維州分部。因拘留而在警局死亡的同類事件,以往就有兩三例;而根據警方估計,此案件最終調查結果出來可能需要幾個月到半年時間。
在蔣會長詢問下,警方表示,如果死者家屬同意,可以將聯絡信息告知澳華社區議會維州分部,分部可代表華人社區向死者家屬提供慰問或協助。
分部也向警方諮詢,由於語言和文化的差異,相比澳洲其他社區例如猶太社區, 在澳華人與警方之間的溝通與合作相對薄弱,警方有沒有措施來增進彼此溝通?警方表示,目前正在各大校園做吸納警員的宣傳活動,非常願意更多華人青年加入警隊,增加華人在警隊的比重;同時,警方也希望通過信息介紹會等方式增進與華人社區的溝通。
澳華社區議會維州分部曾於今年六月九日在維州議會大廈召開的每月常務會議上,為揭露警方玩忽職守而導致華人男子死亡事件的華語口譯員JJ (化名) 頒發了“澳華社區議會維州分部感謝證書”,對其勇於揭露真相的行為表示嘉獎和鼓勵。
