六月十六日下午,正值歡慶中國傳統的端午節期間,墨爾本市中心聯邦廣場著名的滿江紅中餐廳里高朋滿座,由澳華全國婦女會和澳華社區議會維州分會聯合舉辦的2013年跨文化端午節茶話會正在熱烈地舉行。本次會議突破了以往華人論壇的傳統習慣,改為由包括華裔社團和其他少數民族社團在一起發表演講和討論的新模式,不同背景、不同文化,不同信仰的多民族與會者在一起就大家關心的涉及婦女、家庭、老年等諸問題進行了深入的探討和介紹。是一次別開生面的跨文化聚會。

Government Extends Tourist Visas for Parents of Australians 聯邦政府延長澳大利亞公民父母旅遊簽證時限
The president of Chinese Community Council of Australia (Victorian Chapter) Dr Stanley Chiang welcomes the recent announcement of the Federal Government to grant five-year tourist visas with a 12-month stay on each entry to suitable applicants who have applied for a parent visa outside Australia. Furthermore the Government will also consider tourist visas of up to three years with a 12-month stay on each entry for people not currently in the parent visa queue.‘It is a known fact that there are many people, especially those from Mainland China, who applied for permanent residency to be reunited with their family/children in Australia, but often have to be in the waiting queue for a long time. The waiting has been very agonising and at times even traumatising for both the applicants and their family members/children who sponsored them to come. As many are elderly and frail, some were even unable to make it before they were finally allowed to come.’ Dr Chiang, who is also a medical doctor, and has recently been appointed as a member of the newly established Chinese Ministerial Consultative Committee, believe this initiative would help the applicants to spend more quality time with their beloved ones here in Australia, hence fulfilling the need and desire of (usually) children of the applicants to look after their parents, a time-honoured Oriental tradition which is still very much respected. He also urges the Federal Government to take one step further by speeding up the application process, so that the applicants can stay here permanently with their beloved family members sooner.
澳華社區議會維州分會主席蔣天麟醫生對日前聯邦政府宣佈的有關給予那些在澳洲境外遞交父母團聚簽証的合適申請者5年旅遊簽証﹐而且每次都能居留12個月這一措施表示歡迎。據知聯邦政府還將考慮給予那些目前尚未進入排隊等候入境的申請者最長可獲3年的旅遊簽証﹐並且每次都能居留12個月。
‘眾所週知﹐以中國大陸華人為主的很多申請者為了能和他們的家庭/子女團聚而申請澳洲永久居留﹐但往往需要排隊等待很長時間。這種等待不但令人難熬﹐甚至會給有些申請者及擔保他們的子女帶來精神創傷。因為不少申請者都已年老體弱﹐有些甚至於都沒能等到獲得批准。’作為一名醫生且最近又剛被任命為聯邦部長華人咨詢委員會委員﹐蔣醫生相信這一舉措能幫助申請者們在澳洲與親人們共享天倫之樂﹐從而使申請者的親人/子女們滿足他們盡一份孝心的願望。這是東方文化中流傳至今並仍備受尊敬的傳統。蔣醫生還敦促聯邦政府能儘快處理該類申請﹐以便申請者們能儘快與家人們在澳洲長久團聚﹐從而將此事做得更加完善。

Moving On – the New 21st Century Directions for the Chinese Australian Community 繼續前進 – 澳大利亞華人社區在21世紀的新方向

The Chinese Community Council of Australia’s “Moving On” national conference was a precedent success. The organisers had to turn away last minute registrations – the event attracted seven times more registered participants than the first conference in Sydney last year.
The first day presented and discussed viewpoints of the community’s settlement experiences, pains and successes, civil right movements of Chinese communities overseas, cultural philosophies of foreign land settlement, and ideas for moving forward. The small number of highly engaging generation Y participants said that their community issues and aspirations are different and need different approaches, not necessary always from the viewpoints of an older generation. Some participants expressed their desires for asking for an apology from the Australian Government for past discrimination against the early Chinese settlers in the 1800s and early 1990s, while others canvassed for getting a formal Government recognition of the past to recent contributions that early Chinese settlers had and today’s citizens have made to the development of Australia.
During the second day, speakers shared insights of the emerging, growing and often hidden social problems affecting the community and lacking support services, which concern caring for the aged; mental illness, domestic violence, acculturation; lacking community involvement in public engagement and advocacy activities.
The last “Call to Action speech” opened new transforming insights of how the community can move on through strategic collaboration projects. Building the Chinese Australian voice is no longer a regular talk-fest activity, but is about creating a new propensity for collaborating and developing strategic capabilities. The strategic capabilities do not just close the Chinese Diaspora mentality and address social issues, but are also for supporting and advancing Australia in the Asian Century. The audience strongly commemorated the new and doable directions for moving on. There was unanimous support for future strategic collaboration projects that will:
1. Be executed professionally, including guided by good corporate governance
2. Take Chinese Australian advocacy to the next and more professional level;
3. Increase Chinese perspectives in Australian history and school curriculum learning;
4. Openly acknowledge and resolve the community’s hidden service access and equity issues in areas of aged care, mental illness, domestic violence, acculturation and unemployment issues;
5. Increase engagement with young Chinese Australians to understand and address their different interests and concerns;
6. Develop advance leadership training and mentoring programs in industry and government sectors;
7. Create a sustainable knowledge management repository for supporting the community’s inter-generation information creation, storage and sharing, and continuous learning.
During the open forum discussions, participants expressed their interpretations of and support for the “Call to Action” directions, including support for older Chinese Australians to share their wisdom, value adding ideas and networks for moving on.
Future community workshops will follow to plan and progress these moving on themes into action projects. Many participants had expressed interests to be involved in these future events.本屆澳華社區議會“繼續前進”專題年會勝利閉幕,並取得了得空前成功。比起去年在悉尼舉辦的第一屆年會,本屆會議預約登記的與會者有近七倍之多。主辦方因此不得不遺憾地回絕了一些最後幾天才登記的參與者。
大會第一天呈現了華人在澳洲的定居經歷、他們遭受的苦難與獲得的成功以及海外華人團體的民權運動和在異地他鄉定居的文化哲學,並並探討了繼續前進的理念。會議中人數不多但極為活躍的青年代表談到,他們這一代的所面對的問題與抱負已有所不同,因此需要採取不同的應對方式,不必總是用老一輩的觀點來看問題。有些代表則表達了他們的希望,即澳大利亞政府應就19世紀和20世紀90年代初期對華人移民的歧視行為作出公開道歉。還有一些代表則提出了澳洲政府必須就華人公民過去及現在對澳洲發展所做出的貢獻給予正式的肯定。
在第二天中,演講者們揭露了一些新出現並愈演愈烈而同時又常常被遮遮掩掩的社會問題,並探討了這些問題對華人社區的影響。演講者們還討論了社區支持性服務不足的情況,其中也涉及到對老年人的護理;精神病患者、家庭暴力、文化適應;社區對公共事務以及維護社區利益活動參與的不足等各個方面。
最後的“呼籲行動演講”提出了華人社區該如何通過’戰略協作’來完成共同發展的新思路。共建澳華之音將不再僅僅是一個大家茶餘飯後的談資,將不再是一個議而不決的定期集會,而是創建一個全新的合作態勢、提高戰略能力。此戰略能力不僅僅只是要消除華人的’身在他鄉’的思維模式以及正視諸多社會問題,同時也是為了更好的在’亞洲世紀’裡支持及促進澳大利亞的發展。這個全新的並且具有可行性的發展方向在聽眾中引起了強烈反響,而聽眾們對未來戰略合作項目的支持也是一致的:
1。運用專業人士執行項目,包括運用良好企業管理作為管理導向。
2。將澳洲華人社區利益維護的活動提升到更為專業的水平;
3。在澳大利亞歷史及學校課程的編纂中增強華人觀點的影響;
4。公開承認並解決社區隱藏的問題,諸如公平獲得社區服務及老年護理,精神疾病,家庭暴力,文化適應和失業等方面的問題;
5。增加與輕年澳洲華人的接觸,了解並認識他們不同的利益訴求及關注方向;
6。打造在企業界及政府部門方面的高級別領導力培訓、指導方案;
7。創造一個可持續發展的知識庫,支持社區跨時代信息的創建,存儲和共享,以供不斷學習。在公開論壇的討論階段中,與會者們表示他們對“呼籲行動”這一新思路的理解與支持,而這一思路中就包括了支持年長的澳洲華人們分享他們的智慧,有益想法及社交網絡以促進社區前進發展的良好意願。
未來社區的研討會將遵循這些促使社區前進發展的主題,通過規劃及執行將其轉化為具體行動項目。許多與會者們都表示極有興趣參與這些未來的項目。

No More a Community without Profile: The Chinese Australian community is resolved to building its public voice 向沒有公共影響的社區形象揮手作別: 澳洲華人社區決心建立公共領域統一聲音
CCCAV launched a media release event on the 1st Aug, 2012, in the Parliament House. Over 30 media representatives and other guests, including community leaders, attended the event, which finished later after planned schedule.
Presentation Highlights:
The President of the Victorian Chapter of the Chinese Community Council of Australia (CCCAV), Dr Stanley Chiang, opened the event.
He introduced the Victorian Chapter and explained its role in delivering the second national conference in Melbourne. Dr Chiang highlighted that many Chinese Australians are realising the need for change, especially erasing the public notion that they are part of Chinese Australian (CA) community that has no public profile.
He revealed that the conference will continue explaining the transforming journeys of Chinese Australian settlers and will propose a call to action for building the CA public voice. Doing nothing will mean being the largest and oldest Asian migrant group without a public profile, which exposes every Chinese Australian to risks that can compromise their civil rights and social equity as the Chinese Australian population continues to grow.
Dr Chiang invited the press representatives to attend the conference to understand the underlying details and follow-up actions that will be revealed in the Call to Action presentation on the second/last day of the conference.
MP Hong Lim, Chair of CCCAV Advisory Committee, also explained the “business case” for the need to build the CA voice.
He shared the latest census statistic facts of the Chinese Australian community and explained that other established migrant communities, such as the Jewish, Greek, Italian and even newer ones like the small Arabic community, are so better supported by governments and ironically the CA community is not. In matters of public service access and equity, such as access to funded community welfare workers, MP Hong Lim said the CA community is very short-changed and for a very long time.
One contributing reason is that the CA community did not and still do not publically voice their issues and concerns, misleading other Australians and governments to think that all Chinese Australians are affluent, self-reliant and have no social issues as a community. Therefore, they are perceived not to need welfare and community development support. Another reason is the Chinese Diaspora and the long-standing inability of different groups to come together as one collective Chinese Australian community to voice their common and different interests, viewpoints and concerns in public forums.
MP Hong Lim reminded the audience that in the era of the Asian Century (the emerging new phase of globalisation), the CA community needs to resolve their inhibiting barriers and must realise the need for change. The urgency for change is NOW, if they are to be better supported in their community development and be ready to lead and contribute to Australia’s globalisation in the Asian Century. CCCAV is resolved to catalysing the community’s coming of age and change to be more engaging and publically vocal in Australian society.
Dr. Stanley Chiang and MP Hong Lim stressed the uniqueness of the conference, that:- It has the participation of two federal ministers in the conference – Senator Hon Kate Lundy, Minister for Multicultural Affairs who will be officially opening the Conference on behalf of the Prime minister, and the Minister for Trade, Dr Craig Emerson who will be the Special Guest speaker at the conference dinner.
- The conference is a first precedent in Australia, supporting its non-English speaking senior attendees with real-time translation into Cantonese and Mandarin.
They remind the media that the conference will be on at 9 am, Saturday 18 and Sunday 19 August on the 11th Floor of the Victoria University City Campus, 300 Flinders Street, Melbourne.

林美豐州議員指出造成這種狀況的原因之一是華人社區在過去及現在都沒有公開表達他們的問題和關注的事宜,導致社區誤導其他澳洲同胞及政府認為澳洲華人不但富裕,而且能夠自力更生,更沒有社會問題。因此,他們認為華人社區並不需要福利和社會發展的支持。另一個原因則是澳洲華人的不同群體長期無法走到一起,作為一個集體表達他們的共同或不同的利益、觀點及對公共論壇領域的關注。
林美豐州議員提醒與會代表,在亞洲世紀的時代裡(正在興起的全球化新階段),華人社區必須解決抑制社區崛起的障礙,必須認識到變革的必要性。如果我們希望自己的社區在社區發展方面得到更好的支持,並準備在亞洲世紀全球化進程中領導澳洲、作出貢獻,我們的改變必須從現在開始。澳華社區議會維州議會決心促使社區對即將到來的時代做好準備,變得更關注公共領域且更為公眾所知。

Building the Chinese Australian Voice 共建澳華之音
The Chinese community in Australia is saying the days of being a migrant community with no public profile are numbered. It is no Chinese whisper.
’Building the Chinese Australian Voice’ is the first priority for breaking their invisibility in Australian sovereign developments and globalisation. Breaking this stereotype of the Chinese community is part of the first step for transforming the Chinese community in Australia.
Metaphorically, the community transformation is like the long marches in their history journeys in Australia and China. Unlike the past, the Chinese Australian community’s new journey will be one that leverages informed knowledge, strategic collaborations, and technology to redevelop itself , including improving its capacity to contribute to Australia’s globalisation in a new Asian Century world.
With Victoria taking the lead, Chinese Australians are taking this social transformation seriously and they are more so resolved to act now. Chinese leaders from all over Australia are coming together in the second national Chinese Community Council of Australia (CCCA) conference, to be held in Melbourne (300 Flinders Street) on the 18th – 19th August. The conference is a first precedent in supporting its non-English speaking attendees with real-time translation into Cantonese and Mandarin.

Chinese students lose confidence in night train safety 中國學生对乘坐夜班列車出行的安全失去信心
The “Assault on students spark on-line fury” (Peter Cai & Jen Rosenberg SMH 24April2012) conjures a feeling of insecurity when travelling alone at night on our Sydney metropolitan trains. A subsequent SMH (Peter Cai 26 April 2012) report, headlined “Chinese Students at risk in Australia”, highlighted the unfavourable outcry about the safety of Chinese citizens studying in Australia. Those involved in this outcry included the largest Chinese TV network CCTV, Chinese Consul-General in Sydney (who issued a travel warning), Chinese social media, the Chinese student bodies and parents of Chinese students. The suggestion of a rise in youth crimes is a serious concern for the general public.
There is no room for anti-social behaviour in our trains. This incident involving foreign students from China as victims brings further adverse international publicity to Australia since the last incident of violence against foreign students from India. If these attacks were also racially motivated, as reported besides robbery, then Australians of Asian descent would have cause to fear riding on trains at night.
Trains should be made safer for all passengers regardless of whether they are Australian residents or not. Hence, the policing of trains at night should not be relaxed. Calling the matter an isolated incidence trivializes the seriousness of the crime and is akin to telling the victims “bad luck mate”.
Unless strong reassurances are given by government authorities including the Police that steps have been taken to discourage thuggish and violent behaviour on our trains, then travelling on the night train is a health hazard and would remained unsafe for all passengers. Confidence must be restored as a top priority for the travelling public. The Victorian government has put on an additional 900 Public Security Officers (PSO) to improve the safety of train travel and the
NSW government should consider similar action.
NSW takes a significant proportion of all Chinese students studying Australia and if the safety issue is not addressed, the state will see a big drop in enrolment similar to the Indian students. This issue not only adversely affect our economy but also make all train travellers insecure and fearful for their safety and well-being.
In the meantime, information sessions on being “street smart” in public transport should be made available to foreign students.
CCCA would be willing to assist the NSW State government to restore public confidence in train travel and particularly in allaying the fears of the Chinese students and their parents.

“對學生袭击事件引發了网民的怒火”(2012年4月24日,悉尼先驱晨报,蔡源及珍•羅森伯格)并讓人在独自乘坐悉尼城市铁路系统的夜班列车时总有種不安全的感覺。隨後悉尼先驱晨报刊载(2012年4月26日,蔡源)題为“中國學生在澳大利亞身处險镜”的文章更是突出报道了社会各界对于在澳大利亚求学的中國公民人身安全堪忧的这一现状的强烈抗议。參與此抗議的有中國最大的電視網絡—中央電視台,中國驻悉尼總領事(通过发布旅遊警告的方式),中國的社交媒體,澳洲的中國留學生團體及留澳學生的家长们。这表明青少年犯罪率上升的现状已经导致了公众的深切忧虑。
我们决不会容忍反社會的行為出现在我們的城铁列車上。事件中來自中國的留學生成为了受害者,这造成了澳大利亞的国际形自发生在印度留學生身上的暴力事件以来進一步恶化。此次的袭擊如果像報導指出的一样除了单纯的搶劫之外还带有種族歧视的動機,那么以後所有亞裔澳大利亞人晚上出门乘坐火車时也都需要小心谨慎些了。 無論乘客是不是澳大利亞居民,我们都该确保他们的乘車出行更加安全。因此,夜班列車的治安不能鬆懈。声称这只是一個孤立事件的做法严重轻视了的施暴者罪行的嚴重性,这就如同对受害人说:“伙计,你自认倒霉吧”。
直到包括警察局在内的各政府部门出面給予強有力的保證,并落实措施以阻止发生在列車上的兇殘暴行為止,在夜間搭乘火車出行对所有乘客来说都还是不尽安全并有可能遭遇危险。重振乘客信心必須作為公共交通整治的重中之重。維多利亞州政府已經額外新增了900名火车站军装保安员以改善乘火車出行旅客的安全,而新南威爾士州政府也應该考慮採取類似的行動。
新南威爾士州的中国学生在所有赴澳学习的中國留學生里占据了很大的比例,如不解決安全問題,澳大利亚將会面临与印度学生注册人数的大幅下降相类似的局面。 這次事件不僅会对我们的经济造成不利影響,也使得所有乘火車出行的旅客们不免为自身的安全健康担惊受怕。
同时,有关部门也应该积极筹办信息讲座,为留学生们传授乘坐公共交通工具时应具备的“街頭智慧”。
澳华社区议會则愿意協助新南威爾士州政府紓緩中國學生和家長们的擔憂,重拾公眾在乘火車出行时的信心。

Chinese history cash plan 澳洲華人據史力爭,謀求政府經濟補償
CHINESE community leaders will ask the federal government to set up a fund that would acknowledge Australia’s history of racial discrimination against Chinese migrants.
The fund is seen as an alternative to pressing for a formal apology for past anti-Chinese policies, including taxes imposed by colonial governments to deter Chinese migrants.
Similar funds have been set up by Canadian and New Zealand governments, both of which have apologised for mistreatment of Chinese migrants and have histories of racial discrimination similar to Australia’s.
The trust fund proposal is at the nascent stage but has been put to the government in preliminary discussions. Its proponents say it could be used to fund educational and cultural programs and encourage Chinese Australians to engage in public debate.
“We want to light up the past to light up the present,” said Chek Ling, a community activist who raised the idea with Multicultural Affairs Minister Kate Lundy late last year when she was Parliamentary Secretary for Immigration and Multicultural Affairs.
He also raised the prospect of a formal statement in Parliament by the government, acknowledging the contribution of the Chinese community. Mr Ling expected further talks with Senator Lundy’s office.
Senator Lundy did not respond directly when The Sunday Age sought her view on the merits of a trust fund. “It is not current government policy to establish a poll tax trust fund,” her media adviser said.
The proposal emerged from a conference last year of the Chinese Community Council of Australia, which called for a government apology for past racist treatment of Chinese migrants. Mr Ling and other community representatives have since backed away from seeking an apology.
Chinese migrants faced widespread popular prejudice in the 19th century and were victims of violent attacks on the Victorian and New South Wales goldfields. Under public pressure, the then colonial governments introduced laws to restrict Chinese immigration. In 1855, Victoria imposed a £10 poll tax on every Chinese entering the colony. Discrimination was perpetuated with the White Australia Policy after the colonies federated in 1901.
In 2006, the Canadian government formally apologised for the “grave injustice” inflicted on Chinese who were subjected to a similar tax. Canada set up a $C35 million ($A33 million) trust fund to finance cultural and educational projects, and offered reparations to surviving payers of the tax.
New Zealand apologised in 2002 for its treatment of Chinese and set up a $NZ5 million ($A3.8 million) poll tax heritage trust in 2005 to fund historical and cultural projects.
“There are international precedents for a symbolic goodwill trust fund, in recognition of what the poll tax represented,” Mr Ling said.
President of the Chinese community council Anthony Pun said the fund would have a strong focus on educating Australians about their history. This, he said, was preferable to an official apology.
“We need to be able to share with all Australians how Chinese were treated,” Dr Pun said. “We’re not whingers, but we think this needs to be
considered.”
Mr Ling has suggested the fund could be used to revise the way Chinese Australians are portrayed in school curriculums, history books and museums so that they did not simply reflect the European perspectives.
One idea is for a travelling exhibition on the violence known as the Lambing Flat riots in 1860-61, when mobs of white miners attacked Chinese miners to try to force them from the NSW gold fields.
Issues related to the trust fund and the role of Chinese Australians in public life will be the focus of the Chinese community council’s second national conference in Melbourne in August.

設立該基金的要求被視為華人領袖們為迫使聯邦政府對於歷史中由殖民地政府執行的反對華人政策,包括殖民政府為阻止華人移民特別施加的人頭稅,做出正式道歉而另闢蹊徑的結果。 而與澳大利亞有著相似種族歧視歷史的加拿大及新西蘭政府則早已設立類似基金,並對其政府歷史中粗暴對待中國移民的不當行為做出了正式道歉。
設立該信託基金的提議尚在起步階段,但提議者已與政府進行了初步磋商。提議者認為本基金不僅可以資助教育及文化方面的項目還能夠用於鼓勵更多的澳大利亞華人參政議政。

Ling先生指出:“就政府如何公開承認人頭稅的真正意義這一方面而言,設立像徵性信託基金的做法已有國際先例。”

THE kids, says Hong Lim, are doing fine. They have degrees, professions, and lots are driving a Mercedes. Life’s good.
But the state Labor MP says there is something missing in this success story for a growing middle class of Chinese Australians: they don’t have a say in the national conversation.
“There is no voice, no effective body at the national level, for Chinese Australians,” says Mr Lim, the sole Asian in State Parliament. ”This is not right. Because of the sheer numbers, the sheer wealth, the sheer brain power they have, they should have something more.”
Instead, he says, Australia’s oldest ethnic minority is largely invisible in Australian politics, under-represented in leadership positions, and mute in national debates.
Mr Lim, originally from Cambodia, is among a group of Chinese Australians, clustered around the Chinese Community Council of Australia, trying to give a voice to a growing part of the Australian population.
Ideas emerging from the council challenge the stereotype of a politically passive community. They insist Australia confronts its history of anti-Chinese racism and educate its children about it. They question why Asian faces are absent from our TV screens. They challenge political parties – and the Chinese community itself – to deal with the lack of ethnic Chinese MPs. And while they say it’s time the Chinese had a voice, they admit the diversity of the community prevents any one group from claiming to represent it.
In the 2006 census, more than 700,000 Australians – almost 4 per cent of the population – traced a Chinese ancestor. Some 380,000 residents were born in China, making them the third-largest overseas-born group after Britons and New Zealanders.
Chinese language speakers are the second-largest language group after English. Yet these numbers are not reflected in public life, says Chek Ling, a convenor of the Chinese Community Council of Australia.
“Apart from Penny Wong, the Finance Minister, there’s hardly anyone you can recognise,” he says. “They are not on TV, not public intellectuals, or human rights or social justice activists. There are none in the judiciary.”
“We are seen as very good as surgeons, accountants, doctors, but there seems to be a sort of gatekeeping at a cultural level, so the Chinese are not able to have a voice.” Jen Tsen Kwok, who is writing a PhD on Chinese Australian engagement in politics, cautions against any assumption of a homogenous Chinese community.
Instead, there are diverse communities made of different strands: descendants of 19th century migrants who survived the White Australia policy; students from Malaysia and Singapore who came in the late 1950s and 1960s; refugees from Indochina in the late 1970s; and the surge of migrants from Hong Kong, Taiwan and China from the late 1980s.
“There are not many ethnic groups like the Chinese who come from so many diverse source nations and have such diverse experiences, so to try to construct a single narrative around political engagement is very difficult,” Mr Kwok says.
There are also historical factors inhibiting their political engagement. War and revolution in China over the past century had a “blanketing effect on the desire to engage politically”. Many Chinese from south-east Asia had also experienced discrimination, which made them reluctant to engage in politics.
There is also Australia’s history of racism and the White Australia Policy, introduced largely to keep Chinese out.
Ethnic Chinese aspiring to elected office also face resistance from political parties. In some cases their ethnicity works against them, Mr Kwok says. They are seen as outsiders, while in New South Wales they are regarded primarily as sources of funds.
Anthony Pun, national president of the community council, says Labor and the Liberals in NSW have seen Chinese candidates as “Asian cash cows”.

澳华社区议会的全国主席潘瑞亮博士表示,新南威尔士工党和自由党视华人候选人为“亚洲摇钱树”。他说,有时候,我们感觉我们自己是“钱袋子”,什么时候党派需要钱,我们就会捐钱,之后他们就忘记我们是谁了。而且两大政党都有这样的倾向。

维州自由党前参议员陈之杉表示,他看见亚洲人面孔在地方政府不断增多的积极迹象;州长百鲁 (Ted Baillieu) 和反对党领袖安德鲁斯(Daniel Andrews)在华人社区都委任了特别顾问。他说对于很多刚移民澳洲的人来说,政治并不是他们的首要需求;而在种族偏见方面,一些澳洲人永远都不会投华人或穆斯林一票,尽管他本人从政期间没有遇到这样的问题。
他说,我知道的确有些和我说过话的人因为一时意气而不投我票,可是我肯定有选民是因为我是华人而投我一票的。
但也有人不持乐观的态度。林美丰说,在联邦和州政府参政的华人对比起其他民族,包括希腊、土耳其和意大利人的参政人数要少得多。
他说,一个正在增长的社区却没有代表他们的声音,在许多公共服务中都缺少支持,例如新移民定居服务和老年人护理等。这并非一个健康的现象。
他表示,这对华人社区简直就是藐视,政府和两派政党都应该关注这个问题。
同时,他也看到了年青一代的华人开始活跃于校园政治、政党和社区服务事务。他指出他们怀着一颗“渴望”的心,相信在公民生活中占一席之地比拥有奔驰车更重要。

Our Work is Not Done, Victorian Chinese Voice Needs to be Heard 澳华社区工作任重道远,我们需让更多人听到维州华人的声音
On Saturday 26 November 2011, the Chinese Community Council of Australia (Victoria Chapter) held its Annual General Meeting, hosted by one of its members 2Future Education in Box Hill.
Dr Stanley Chiang, President of the CCCAV, reported that 2010/11 was all about consolidation and contribution.
“CCCAV stepped up its engagement with Victoria’s Chinese community and the wider community through a wide range of activities ranging from media engagement, the hosting of workshops and forums, meeting government representatives and community day,” said Dr Stanley Chiang, President of the Chinese Community Council of Australia (Victoria Chapter)
CCCAV was honoured to welcome Dr Gao Jia from the University of Melbourne as the guest speaker. Dr Gao was greatly impressed with the aims and objectives of CCCAV and its work to being the peak body for Victoria’s Chinese community.
“It is important for the Chinese community in Victoria and Australia for that matter to unite and band together under one voice. The community needs to get our opinions out more often and focus our energies on gaining a better understanding on what the issues are”, said Dr Gao Jia.
Dr Gao presentation outlined the important topic of Australia’s growing bilateral relationship with China, which sparked up much debate and discussion amongst members.
“We have heard members speak out and sharing their concerns on the Gillard Government’s policy decision in the Australia/United States military and security alliance. Some of our members saw this as a containment policy against China. Members are keen to see a more balanced approach in Australia’s foreign policy, said Dr Chiang.
“Our work is not done, it is clear to us that the voice of Victoria’s growing Chinese community needs to be heard. Our priority for 2012 is to do just that”, concluded Dr Chiang.

CCCAV会长蒋天麟医生向与会成员汇报了2010至2011年以团结统一与奉献为主题的各项工作。
他说:“澳华社区议会维州分部通过传媒宣传、举办讲座、与各级政府官员会谈、举行社区日等活动,率先站起来广泛而紧密的联系维州华人社区。”
大会更荣幸地邀请到墨尔本大学高佳博士作为演讲嘉宾。高博士对CCCAV作为维州华人社区的高端组织、为华人做实事的宗旨和目标而深受感动。
高博士说:“在同一个声音下紧密的团结一致对维州华人、乃至整个澳洲的华人都是非常重要的。华人社区需要在关键问题上集中力量达成共识,并把华人的声音更频繁更广泛地传递出去”。
高博士的报告简述了澳洲与中国双边关系发展的重要问题,并在与会会员中产生了热烈反响。大家各抒己见、气氛活跃。
会长蒋天麟医生介绍:“在谈到吉拉德政府在军事和国家安全问题上与美国合作的决策时,我们的会员纷纷发表、并共同探讨了各自的观点。一些与会成员认为这是一项对中国的遏制政策。大家都很希望看到澳洲在外交政策上能采用更平衡的方式处理问题。”
蒋医生最后总结到:“我们的工作尚未完成,大家应该更清楚地看到维州的华人社区在日益发展壮大,华人的声音需要被更多人听到。这正是我们2012年工作的当务之急。”
