Multicultural Emergency Management Partnership (MEMP)
Emergency Services Award – Winner
The Multicultural Emergency Management Partnership (MEMP) brings multicultural leaders and emergency agencies together to strengthen safety and resilience. Through trust-building, co-designed resources and culturally inclusive practices, MEMP ensures diverse communities across Victoria are empowered, prepared and supported before, during and after emergencies.

Northern Health
Victorian Public Sector Diversity and Inclusion Enhancement Award – Winner
Northern Health delivers inclusive, culturally responsive care across Melbourne’s outer north. Guided by it’s Cultural Responsiveness Plan, it embeds equity in clinical practice, workforce development and governance. Northern Health co-designs services with multicultural communities to ensure safe, respectful and accessible healthcare that reflects the region’s rich cultural diversity.

Diana Lin
Sport Award – Highly Commended
Diana Lin is a community leader advancing cultural diversity in the AFL through her role on the Box Hill Hawks Board. Diana fosters inclusion by engaging Chinese communities, diversifying sponsorships, and creating culturally inclusive events. This bridges sport and multiculturalism to strengthen participation, representation and community connection in Victoria’s eastern suburbs.

Senior Constable Ding Cai
Police Multicultural Media Award
Multicultural Liaison Officer for the Police Eastern Division, Senior Constable Ding Cai, demonstrates a longstanding commitment to creating meaningful relationships between Victoria Police and multicultural communities. Given his fluency in Mandarin and Cantonese, Senior Constable Cai focuses especially on media presentations to Chinese communities – and regularly visits primary and secondary schools to bridge the gap between educators and Mandarin-speaking parents.
Victorian Multicultural Honour Roll 2025
- Junxi Su: Junxi Su, recognised as a respected community leader in the Chinese community, has spent over 20 years empowering Asian migrants across Victoria. By founding community friendship groups, promoting performing arts, mentoring youth and providing vital support on health, family and social challenges, Junxi has combated isolation, fostered inclusion and strengthened multicultural harmony. Her vision and advocacy leave a lasting legacy of resilience, belonging and cross-cultural understanding for Victoria’s multicultural society.
- Dr Bruce Wong: Dr Bruce Wong is a compassionate philanthropist and community leader, whose dedication uplifts multicultural communities locally and internationally. From supporting refugees and migrants in Victoria during the COVID-19 pandemic, to empowering women, children and disadvantaged groups in Sri Lanka, South India and Cambodia, Dr Bruce combines practical assistance with long-term capacity building. Dr Bruce’s initiatives have fostered education, arts, leadership and wellbeing, enabling communities to thrive with dignity and confidence.
- Feifei Liao: Feifei Liao is a visionary changemaker, transforming Victoria’s multicultural and LGBTQIA+ landscape. Her works, including ‘Our Point 3’ and ‘Feifei Curiosity’, have created safe, empowering spaces for LGBTQIA+ international students, migrant and refugee women, and gender-diverse communities. Through storytelling, film and leadership programs, Feifei amplifies underrepresented voices, fosters connection and drives systemic change. Feifei’s enduring impact inspires inclusion, equity and resilience, creating a more vibrant, interconnected and socially just Victoria for generations to come.
- Xiaobei Ye: Xiaobei Ye, founder and president of the volunteer-led Warrnambool Multicultural Association (WMA), is a resilient advocate for diversity and inclusion. Under Xiaobei’s leadership, WMA has become the driving force for cultural connection and cross-cultural promotion, transforming Southwest Victoria’s multicultural landscape. Xiaobei’s leadership, advocacy and collaborative approach have made a lasting and exceptional contribution to multiculturalism in Victoria, ensuring that regional communities are as vibrant, inclusive, and connected as the state’s largest cities.
These achievements highlight the transformative power of collaboration, cultural undersatnding, and community engagement in building a stronger, safer, and more inclusive Victoria.
